Berbera Economic Zone

These are prefab warehouses which is why they are being erected so fast.

Any idea who the tenants will be?

They are keeping it close to their chest. According to the minister 15 companies have signed up, he didnt make it clear if they are international or local. My guess is they will mostly be international companies probably subsidiaries.

Reads like a mini-state within Somaliland - in term of legal framework.

And thats exactly what is needed. We can see how many bills and legislation are still waiting for approval in the parliament some for decades. How can it take so long to pass bills on investment, insurance, electricity, oil and mineral. Clearly some people are happy to be stuck in 1999.

We need charter cities insulated from the rigmarole of Somaliland politics. The BEZ was literally an empty desert. Investor (international) confidence is sorely lacking of late and has been for decades. There is nothing to stop a Somaliland company setting up base in there. It’s a first step. DP world can’t deliver everything but it can and has been a catalyst for global interest in Somaliland. Can’t ask for more than that. The rest is up to us.

You can see the acrobatics one had to go through to restart the cement factory!

DP World has signed a lease and collaboration agreement with UAE-based food producer IFFCO, for an edible oil packing plant in the Berbera Economic Zone (BEZ) in Somaliland.

IFFCO’s subsidiary :relaxed:, IFFCO Somaliland signed a 25-year lease with BEZ to develop a 300,000-square-foot packing facility, with future expansion plans covering another 300,000 square feet. Once complete, the first phase of the edible oil plant will create hundreds of jobs for local Somaliland citizens. Construction will start in the first half of 2023.

The agreement was signed in Dubai by Suhail Albanna, CEO & Managing Director of DP World, Middle East & Africa, and IFFCO’s Executive Director, Rizwan Ahmed.

DP World is developing the BEZ after investing in the Port of Berbera to create an integrated maritime, logistics, and industrial hub to serve the Horn of Africa, a dynamic, ever-evolving region with a population of more than 140 million people, with a strategic location along major trade sea lanes and land routes.

Modelled on Jebel Ali Free Zone (Jafza), DP World’s flagship Free Zone in Dubai, the BEZ has been developed around a customer-centric ecosystem, where DP World is not only developing the zone, but will also operate the one-stop shop for company registration and licensing services as well as offer logistics services and build to suit services. This ecosystem also leverages on the synergies with Jebel Ali Free Zone (Jafza), where on the one hand, companies can register their companies through the Jafza one-stop shop, while on the other hand, Berbera Economic Zone companies can avail of the Jafza incubation centre services. DP World’s portfolio of economic zones such as BEZ will bring our Jafza customers in closer proximity to their markets.

Suhail Albanna, CEO & Managing Director of DP World Middle East & Africa , said: “We are delighted to welcome a major multinational company like IFFCO to the Berbera Economic Zone. The decision by IFFCO to set up a plant is a major vote of confidence in the zone and a testament to our offerings. In fact, with the port, the economic zone and the one-stop-shop all under DP World, it will be like a home away from home for Dubai-based customers such as IFFCO. The zone will also have a positive impact on the local and regional economy by creating jobs and attracting more foreign direct investment to Somaliland.”

Shiraz Allana, Director and supervisory board member of IFFCO , said: “IFFCO continues to invest in the future of food and supply chains globally. We currently operate 95 facilities, including several port-based manufacturing facilities worldwide. This partnership with DP World demonstrates our commitment to the UAE’s national food security strategy and facilitating global food trade. It also further enhances access to African consumer bases quickly and more efficiently. IFFCO’s team will build exceptional infrastructure to help deliver a seamless flow of trade from the ground up.”

300,000 sq ft warehouse is a huge one. Doubling that to 600,000 sq ft makes one of the largest warehouses in East Africa. They are going really big.

IFFCO owns Hayat Oil, one of the biggest brands imported into Horn of Africa including Somaliland.

DP World launches Berbera economic zone in Somaliland

Following its investment in the Port of Berbera, DP World is now launching the Berbera Economic Zone to create an integrated maritime, logistics, and industrial platform to serve the Horn of Africa and Ethiopian markets.

The Port of Berbera is the most modern container terminal in the horn of Africa with extensive bulk and breakbulk handling facilities as well as liquid cargo handling capability.

On the other hand, the Berbera Economic Zone, modelled on our flagship Jebel Ali Free Zone in Dubai, aims to offer a similar business environment that our Jafza customers have become accustomed to, whether it is in terms of the regulatory framework, range of facilities, incentives and the one-stop-shop services.

Suhail Albanna, DP World’s CEO & MD of the Middle East & Africa says ”With both the port and the economic zone being operated by DP World, it will be like home away from home for our Jafza customers”.

A new special economic zone law and a new special economic zone companies’ law have been passed by the Somaliland Parliament with a view to offer companies operating in the zone a secure and stable business environment.

The facilities which are available for annual lease, long-term lease of 25 years or sale include offices, prebuilt Light Industrial Units (LIUs) as well as serviced land plots. DP World can also offer built to suit as well as project management services for companies looking to outsource the construction of their facilities.

Moreover, DP World will provide logistics services including clearing, storage and delivery of goods to companies operating in the zone.

The incentives offered to companies include a wide range of fiscal and non-fiscal incentives, including exemption from corporate tax, duty-free storage of goods, exemption from import or export permits, 100% foreign-owned companies and the ability to employ foreign labour.

“With both the port and the economic zone being operated by DP World, it will be like home away from home for our Jafza customers.”

DP World has set up and will operate the one-stop shop where services include company formation, licensing, issue of building and Health, Safety & Environment (HSE) permits, as well as facilitating other services such as visa and work permits. Applications for registration and licensing can be made through the Berbera Economic Zone portal or submitted and attested through the Jafza one-stop shop.

This integrated maritime, logistics and industrial platform, the customer centric ecosystem as well as the competitive and conducive business environment, constitute the key attributes in positioning Berbera as an emerging gateway for the horn of Africa and Ethiopian markets.
