H.R.6600 - Ethiopia Stabilization, Peace, and Democracy Act

About a year too late!

(a) Bilateral Sanctions.—

(1) IN GENERAL.—The President shall impose the sanctions described in paragraph (2) with respect to any foreign person that the President determines—

(A) has undermined, attempted to undermine, or seeks to undermine efforts with respect to a cease-fire and negotiated settlement to end the civil war or other conflicts in Ethiopia;

(B) is responsible for or complicit in actions or policies that expanded or extended the civil war or other conflicts in Ethiopia;

(C) has committed gross violations of internationally recognized human rights, war crimes, crimes against humanity, genocide, or other atrocities in Ethiopia;

(D) has obstructed, delayed, or diverted, or seeks to obstruct, delay, or divert, the provision of humanitarian assistance for those affected by the civil war or other conflicts in Ethiopia;

(E) has planned, directed, or committed attacks in Ethiopia against United Nations and African Union, humanitarian, or nongovernmental organization personnel; and

(F) has—

(i) knowingly engaged in or materially contributed to the civil war or other conflicts in Ethiopia;

(ii) provided to any party involved in the civil war or other conflicts in Ethiopia conventional weapons that fall within the scope of conventional weapons under the United National Register of Conventional Arms; or

(iii) provided to any party involved in the civil war or other conflicts in Ethiopia any technical training, financial resources or services, advice, other services or assistance related to the supply, sale, transfer, manufacture, maintenance, or use of arms, spare parts, and related materiel described in paragraph (1), utilized for the purposes of perpetuating and expanding the civil war or other conflicts in Ethiopia.

Does this include the likes of TURKEY, UAE, China and Iran?

This is the hammer blow that will pivot Ethiopia more towards China.

Ethiopia pivoting more to China means more political influence and relevance for Somaliland in regards to the US? right?

Inevitably yes. With the Chinese pulling strings in Eritrea, Ethiopia, Djibouti and Kenya too especially with the amount of Chinese debt Kenya has taken on lately with Lapsett corridor. The Horn is pretty much a slam dunk for the Chinese. That only leaves Somalia and Somaliland up for grabs.

I think Somaliland would have gone down the Chinese route too, but the US through proxies like the UAE (investments) and Taiwan (relationship) neutralized that early on. The UAE built the Airport, Road, Port and is building a naval base. And just like that when all is complete, the US can now swoop in on Berbera under the guise of needing to confront the Chinese momentum. Next, the “Taiwanese” will drill for oil in Somaliland :slight_smile: as the price of oil shoots up.

The Ethiopians have also been cosying up to Somaliland lately with all that shuttle diplomacy and upgrading their representative in Hargeisa to Ambassador. This has nothing to do with Zaylac as suggested by many. This is more to do with Ethiopia preferring the pipelines for the gas and oil they will be drilling soon, to go through Somaliland to Berbera rather than Djibouti (after the recent war do you wanna put all your eggs in Djibouti). Abiy probably also promised to divert more traffic to the Berbera corridor during his recent trip to the UAE. Djibouti is probably fuming at this point and has invited Egyptian military cooperation to try to slap some sense back into Ethiopia.

Interesting times.
