Actually this is not true.
Somaliland’s budget is based on Somaliland Shillings. And it depends if you use the Official rate of 5500 shillings or the market rate of 8500 shillings to the dollar.
It seems they used the market rate. Which is not true for the Government. The Gov’t bases all its calculations on the official rate, hence when converted it should be around 330 million.
