CWS associate professor Louise Moe receives funding from the Ministry of Foreign Affairs of Denmark for a major research and capacity-building programme on climate change resilience

She will lead the research programme with the title β€œPastoralist Climate Change Resilience in Somaliland (PACCS)” that investigates how to build on local climate resilience to address the Sustainable Development Goals and Climate-Security nexus impacts in Horn of Africa.

Sustainable Development Goal 13 on climate action calls for global outcomes. However, most implementation will be local. And experiences of climate change impacts are place specific. A β€˜local lens’ focusing on indicators for local action and adaptation is therefore crucial for informing global approaches to addressing climate change

The research programme Pastoralist Climate Change Resilience in Somaliland (PACCS) will generate cutting-edge theoretical and policy knowledge on local climate change resilience in Somaliland, focusing on the critical but overlooked livelihood system of pastoralism. It takes a cross-sectoral approach, and accounts for local climate resilience strategies across the domains of markets, land management and governance.

The programme will uncover trade-offs and synergies between different climate resilience strategies and assess how international actors can upscale local resilience toward strengthening integrated responses to climate change. In doing so, the research offers a disaggregation of resilience into finer-tuned categories, which will advance the conceptual utility of resilience-thinking in the field of climate change research.

PACCS speaks to two related debates: the United Nations’ Sustainable Development Goals (SDGs) and the climate-security nexus – the interactions between climate change, conflict/insecurity and cooperation (including emerging forms of environmental peacekeeping). The research findings will be of direct relevance for the SDGs and addresses a knowledge gap concerning how to integrate indicators for local action/capacity into global strategies for the effective implementation of the SDGs. The focus on climate change resilience in the Somali context, will moreover provide new insights into the evolving climate-security nexus.

The programme is based at the University of Southern Denmark, and involves the Social Research and Development Institute (SORADI), the University of Hargeisa, the University of Nairobi and the Danish Institute for International Studies (DIIS). It is funded by the Ministry of Foreign Affairs of Denmark with DKK 11,770,885.

Dr Velthuis and Dr De Sio from the UoB particle physics group travelled to Hargeisa to start a project with the University of Hargeisa, UoB’s strategic partner Transparency Solutions and local industry partners including Telesom and NGOs like Candlelight and ADAM Academy to boost capability in data analysis and data intensive research. This will not only help these organisations to become even more effective but also build capacity to boost industry potential. With ADAM, they will train pupils from minority backgrounds to empower disadvantaged groups.

This project examines transregional relationships between the Arabian Gulf and the Horn of Africa through the lens of port infrastructures and transport corridors in the Red Sea and the Gulf of Aden. It focusses on the way geopolitical contestations materialize in port infrastructures, explores how infrastructural power contestations shape local, national, and regional politics, and examines the impact of infrastructural developments on the everyday lives of people in three port cities in the Horn of Africa β€” Berbera, Bossaso, and Djibouti.

The project strives to build long-lasting relationships across academic communities across three continents β€” Europe, the Middle East, and the Horn of Africa β€” that would allow equitable academic collaboration, knowledge exchange, and building capacities.

The project is hosted by the University of Birmingham and funded by Carnegie Corporation of New York.

University of Hargeisa President, Dr. Mohamed Ahmed Sulub, and the Acting Vice Chancellor of the University of Rwanda, Assoc. Prof. KAYIHURA Muganga Didas, signed a Memorandum of Understanding (MOU) today, May 22, 2025, in Kigali. This significant agreement aims to foster a long-term partnership built on equality, reciprocity, and mutual respect, enhancing the academic and institutional capacities of both universities while contributing to knowledge advancement and regional development. The MOU establishes a framework for cooperation, promoting academic and scientific exchange, enriching the educational experience for students and faculty, and contributing to research and innovation in areas of mutual interest.

The collaboration outlined in the MOU encompasses various key areas, including faculty and staff exchange for lecturing, research, and professional development; student exchange and mobility programs; joint research activities; curriculum development and program collaboration; and the sharing of academic resources. Both institutions will also explore joint cultural and educational events, capacity-building initiatives, and collaborative efforts in identifying and implementing joint projects, including seeking external funding. This five-year agreement, effective from today, signifies a commitment to mutual growth and academic excellence between the University of Hargeisa and the University of Rwanda.
